Linus Has Given up...
Context; this clip is from a video uploaded to the UA-cam channel LinusTechTips, titled "Upgrading our WORST Gaming Setup!" In which Linus upgraded the setup(s) that belongs to one of his staff members named Jessica. One of said upgrades included a high refresh rate monitor with 360Hz. Linus jokingly asked Jessica whether she could notice the difference between her old monitor and the new one. Linus asked Jessica to move an open file explorer window around the desktop to see whether she could notice the difference in refresh rates. Which if you're a tech enthusiast like myself, this would be a dead give away.
Given the odd sense of humour we have on the internet as a whole. This clip was intended to be a meme.
